You are correct, there sure isn't a sidewalk that would get you from the sidewalk to building without going through a drive around/parking lot area. However, this is a federal building and we have no jurisdiction over them at all. What did they say when you reported this to them? If you didn't I sure would suggest it. The only way they will ever make a change is if somebody lets them know it's an issue. And that, of course, doesn't guarantee it, but at least it's a start for them to know it's a problem and why.
