Other: The street light at 17th and Woodlawn is intermittently skipping eastbound & westbound traffic. The northbound/southbound light will turn green, yellow, red, then immediately back to green - not allowing eastbound/westbound traffic to move. Traffic often sits through 3-4 cycles before getting a green light.
