Other: Multiple incidents of two toy size dogs (possibly Pomeranian and Shitzu) being off leash in an un-fenced area which allows them to run into Grimes (a very busy through steeet). Multiple incidents of dogs being left unattended and found up to a block away from the residence. Today, Sunday September 28, Pomeranian was approached while actively in the middle of the street away from the resident and subsequent home, dog began growling although it was slowly moving towards. Asked resident why dog was off leash and looked like a stray, she stated “they just get out sometimes” implying this is a recurring issue. Also to this fact, the dogs have been observed in an unsafe environment for multiple weeks
