Other: Parking meters in this parking lot are not working, i.e., you cannot pay fees using parking meters. A lot of people leave their cars without paying because they see that the meters are defective. Then, it becomes, a classic scam: meters do not work - people have no way to pay - people leave their cars and get a ticket - appeal gets rejected and people have to pay fees. There is a difference between people not paying parking fees and people not being able to pay because the parking equipment was faulty, see the scam scheme above.
