Scooters, Bike-share and Related Issues:
Other: Witnessed a biker cut off a vehicle while turning off a side road when the car had the ROW. I have seen this happen more and more increasingly and biker education from the City on traffic regulations and requirements seems to not be a priority or being shared. They cannot be both a pedestrian and a vehicle and follow no traffic laws at all. This needs to be worked on.
