Other: The flashing left turn meant for those turning left from northbound SR45/46 onto West 17th Street is not functioning during regular day hours. I've seen it functioning late at night, but I assume its a different signal sequence meant to handle lower traffic volume considering the time of day. This issue is very inconvenient during morning and midday hours that are either before or after usual rush hours when there is nobody coming southbound on SR 45/46, but I can't make a left turn because there is no flashing yellow arrow.
