Other: I’ve walked past this very skinny dog who lives in my neighborhood. He is outside seemingly 24/7 with no water bowl or food. He looks very skinny and I’ve noticed multiple times that he had active hot spots on his side. I’ve never seen the owner out with him at all. Please send someone out to investigate this, he’s being neglected.
