Other: Last night for couple hours a dog was left outside in 11 degree windchill on a balcony in back of house. It was whining/crying nonstop. I’ve never felt so bad for an animal, it was quite bitter and windy. This dog is left outside there at times during crazy weather but this was the worst. I was hoping someone could stop by and educate them and tell them neighbors are upset for the dog.
