Other: Followup to report 208191. I would like an explanation as to why this blacktop does not constitute a sidewalk, which is defined in municipal code Title 12 "any walkway or pedestrian corridor within the City of Bloomington's legally platted right-of-way." This seems to fit that definition. How are you making that determination?
