Other: I witnessed this officer using an extraordinary amount of verbal and physical force when arresting this man for riding the wrong way down walnut. The amount of unbridled rage displayed publicly by this officer driving car 1263 is dangerous and should be investigated thoroughly.

Thank you for your message, and for your concern for our community. We take any such reports seriously, and I understand how upsetting it can be to witness confrontation. During this incident the officer was equipped with both a body camera as well as a vehicle-mounted camera, each of which documented this event in its entirety. The footage of both has been thoroughly reviewed. While the officer did draw and briefly display his issued taser when the suspect began to reach toward a knife that was on his person, no physical force was used during this arrest. Although the suspect was very loud since the encounter began, the officer raised his voice only after the suspect began thrashing in the police vehicle, kicking and slamming into the barrier inside and potentially becoming self injurious. While an exchange of this type is never easy to witness, in less than 15 seconds the officer successfully de-escalated the behavior. There was no further argument, and the individual was shortly thereafter transported to the Monroe County Jail. Finally, I can share, as the record is public, that later in the same day, police responded to a second incident involving this individual and the same knife at a local business. For that incident he was charged, among other things, with battery and intimidation. Again, I want to thank you for taking the time to bring this to the City's attention. In this case, the officer acted within the scope of his training and experience and successfully avoided a use of physical force that could have resulted in either the prisoner or himself being injured.
