Other: Same situation as case #183127 and maybe #68269. Sidewalk along north side of Cottage Grove and west of Lincoln is wet when it has not rained, and smells of sewage. Starting at Lincoln, walk west. The 12th sidewalk section is wet as are the next (continuing west) ~10 sidewalk sections. Out-of-town property owner.
