Other: There are bulges pf asphalt appearing all over the city's streets. It is as if someone just pulled up with a dump truck and dumped piles of perfectly usable asphalt in heaps at random locations all over town. Is there some mad street terrorist on the loose? Can we not put a stop to this vandalism? What is going on, anyway?
