Other: For the last month residents of 412 S. Lincoln St. have accumulated litter in their yard without any containers. The garbage is scattered throughout their front and backyard. Their littering is at the expense of all neighboring businesses and houses. Weather conditions consistently blow the garbage onto other property. Picking their trash out of my yard, and the street is a daily occurrence.
