Thank you for reporting this. City of Bloomington Utilities staff have investigated this a few times over the past week or so. In order for the Utility to conduct enforcement, an illicit discharge (such as sewage) must reach the City's storm sewer system. Our staff have not observed this upon their previous inspections. This issue has been referred to the Monroe County Health Department. They should be able to address this public health concern.
