I talked with Angela about this uReport. Please read through the comment and treat this as a rental complaint. I've advised the resident that you'll be in contact and will need a phone number and other information. In short, after some research, the drainage issues are occurring on private property in an area that is the property owner's responsibility--the original drainage plan from 30 years ago was somewhat contentious to begin with, and we're uncertain if the plan was followed or is simply not working anymore after so many years.

The City team has done some research on this issue, and the short answer is that this is your landlord's responsibility. The HAND department can help you file a rental complaint, but they'll need your phone number to follow up and schedule a visit. I'm going to reassign your uReport to Jeremy Bettis, who will be in touch. He will need information on how the drainage is impacting the house and your belongings, and will likely need to come out after a heavy rain to take official photos.
The long answer is that according to our research, when this property was first developed (by the current owner), City staff expressed many concerns about the drainage plan. The project proceeded, but we're unsure if the original plan was followed. Either way, the drainage issues you're experiencing today are occurring on private property, where the City does not have the ability to intervene. If it were a matter of improper or clogged stormwater drains in the public right of way, we would take care of that--but a dip in a yard that isn't draining is the property owner's responsibility.
As a tenant, you have the right to file a rental complaint with the City, which would allow the City to investigate the safety and compliance of the property, and then to follow up with the property owner. Again, I'll reassign your case to a person who can help with that step.
