Other: The lights on E. 3rd St. also called 46 are not seen. For the volume of traffic with the university and the hospital it just took me 13 minutes ago from Bloomington Hospital to sitting at the light at the stadium football stadium. This is not the first time it is very frustrating. When at the end of a long day you’re trying to get home feed your family and do homework and you are stuck in bumper-to-bumper traffic because the lights aren’t seeing for the volume of traffic on this road. Please look at the lights on E. 3rd St. from the hospital going towards Charlottesville and sync, the lights to traffic flows better and doesn’t get so backed up
