Other: Mentality unstable man abusing and neglecting his dog. Leaves outside every day no matter the weather conditions. He comes home for 5 minutes and leaves without even acknowledging his dog. Water bowl always empty, neighbors feed and provide water. He has been reported numerous times. Multiple domestic disputes with a woman that frequents the residence. This dog needs rehoused before it starves. Please help
