Other: I have filed numerous complaints. Neighbors are frustrated with this house. Using a residential neighborhood as a commercial site blocking people’s abilities to park in front of even their own houses due to the people he has coming in working on these vehicles or parking all up and down the street. All hours of the day and night getting deliveries blocking driveways for periods of time while doing pick ups or delivery. Now they’re painting vehicles outside on the street area that’s causing overspray which I’ve already caused an issue on my last car I had. They shouldn’t be spray painting anything outside with all these vehicles out here. The next complaint goes higher up whatever it is this has got to stop. They block roads with doors open all the time working on these vehicles, you can never get through or even go that way sometimes to get out of the neighborhood. It’s ridiculous. We shouldn’t have to go through this we all pay. Our mortgage is just like everyone else please rectify this situation. Neighbors have stated this guy has done this for years and no one has been able to stop him from doing it. It is a issue that needs to be addressed immediately.

Address was checked on 4/28 and two white Ram pickups were parked along the street with no license plate on either truck. Contact was made with owner at 1316 S Palmer and he advised that he would get the trucks moved ASAP and would get them properly plated once he received the titles. Vehicles marked as abandoned. I have sent a Parking Officer to this area, if we find a violation of a parking ordinance, we will issue a ticket. Parking cannot do anything about people painting their cars.

Good Morning, thank you for reaching out with your concern regarding the previously reported property on S Palmer AVE. This matter was previously escalated to our Assistant Director and our Director now as well. A recent report was also sent to Parking Services, so they can monitor the roadway as Planning has no jurisdiction over the right-of-way. Staff will continue to monitor the area, but as previously indicated Planning staff are not able to escalate enforcement actions unless there is evidence of a business ongoing. Individuals are allowed per code to have up to 3 vehicles be repaired lawfully at their property for up to 30 days. Previous inquiries with the property owner resulted in them attesting that all vehicles were plated and owned by the property owner. If you have additional evidence you would like to submit or would like to speak to leadership further regarding this property, we are happy to discuss! Please contact us directly at 812-349-3423 or [email protected]. The matter at the reported property was discussed again on 04/09/2026 with City Legal and it was determined that the City would not have cause to issue a Notice of Violation letter regarding Title 20. Staff did learn that the State of Indiana requires any person who sells 11 or more motor vehicles during the course of a year to obtain a motor vehicle dealer's license. Such license would require the sign-off of the local zoning authority (City Planning in this case) to be valid. Planning staff have not received a request to authorize a dealer's license for this address, so that indicates that the resident is either selling less than 11 motor vehicles per year, or they're avoiding the notice of the Secretary of State's office somehow. Complaints regarding the sale of such vehicles can be made to the Indiana Secretary of State's office at 317-232-6531 or through their online submission form https://in.accessgov.com/sos/Forms/Page/sos/contact-us/.
