Other: On Sare Road. We witnessed this guy yanking the leash. Dog was clearly scared of him and not wanting to go with him. Because the dog wouldn’t move for him he threw the leash down, turned around to throw a fit, let the leash go, dog ran into traffic almost getting hit. After the incident, he smacked the dog in the face.
