Other: Yesterday, a german shepard was running loose, followed by a middle aged man wearing glasses, who grabbed the dog, lifted her off the ground by the collar around her throat while she yelped, and yelled at her while repeatedly lifting her completely off the ground by her throat as she yelped. Unfortunately don’t have photos or videos but wanted to make a report in case it corroborated any photo/video someone else might’ve taken
