Other: Large tree on SW corner of lot growing at 45° angle over sidewalk and street. Not clear if tree belongs to property owner or City, though there is no question that at least 99 % of the tree mass is above City property. Last year we removed the wintercreeper from the tree, which seemed to be strangling it. Now, we would like a couple of the longest limbs cut back so that they do not fall on a car or pedestrian or the tree across the street. We would like the tree to remain, just trimmed up a bit. If this is the owner's responsibility, how does one go about getting permission to block the street and prevent cars from parking there while trimming is being done?
