Unfortunately enforcing behavior issues like this from uReports is difficult, as we can't respond to these in real time. You can always call the Parks office to report behavior like this during office hours, or BPD if the behavior is reckless or dangerous. These type of vehicles have been an increasing concern lately. I also recommend letting your City Council member know about your concerns.
