Other: The fifth dog at this address (over the amount allowed by ordinance) that purportedly does not bark was observed today on the rear deck of the house continuously barking from a few minutes before 2 pm until 2:15 pm. No other dogs were out. The dog looks like a border collie, black and white, medium size. Its mouth was going up and down continuously. Barks were heard continuously until somebody let the dog inside at 2:15.
