Parking Services can drive by and see if any vehicle are breaking City Code, and ticket them.
Unless there are parking controls that limits the amount of vehicles on that street, parking cannot do anything about the amount of vehicles there, unless parked violating a City Code(parked facing traffic, too close to stop sign, etc)
The noise issue is a Police issue.
