Other: This situation involves the east bound bike lane that is part of E 3rd Street and the paved bike/pedestrian path on the same side (south side) these areas have been covered with deep sand and gravel for years,and standing water after any hard rain. This is a hazard to cyclists using these paths. This is state highway but the city has a duty to protect taxpayers in the city limits, and one of this areas listed is clearly a sidewalk and comes under HANDS jurisdiction, or parks and Recreation as a bike path.
