Other: Sidewalk at the ongoing construction at new Bloomington Fire Operations Center is blocked with no alternate accessible path for pedestrians. Wheelchair user had to use the vehicle driving lane on busy road in order to get around the blocked sidewalk, because the shoulder of the road was also obstructed by cones and tape.
