Other: Open sanitation bins - 1 trash, 3 recycling bins that are overflowing - sitting next to house located at 310 N. Dunn St in alley that runs between E. 8th St & 7th St. Never taken out - it's a problem every summer. Not sure if anyone is living at the home. But, it has become a big issue.
