Responded to the requester and explained that the proposed westbound left-turn arrow will be logged for consideration during future signal improvement reviews, with implementation dependent on engineering evaluation, priorities, and available funding.

Thank you for the recommendation. We’ll log the request for a westbound left-turn arrow at 3rd Street and Washington Street and consider it as we review potential signal improvements across the city.
We recently completed updates to signal timing and will next identify locations where additional operational changes or hardware upgrades may be appropriate. Because funding for signal upgrades is limited, improvements will be prioritized and implemented over time. This intersection is one of the five highest-ranked signalized intersections on the City’s High Injury Network, so it is likely to receive earlier consideration than many other locations. However, logging the request does not guarantee that a left-turn arrow will be installed.
We appreciate you sharing the concern, including the potential for increased traffic associated with the convention center.
