Other: The alley connecting W 3rd Street to W 4th Street, adjacent to 415 W 4th Street, has become a significant pedestrian safety concern. Vehicles frequently travel through the alley and cross the sidewalk onto W 4th Street without stopping or yielding to pedestrians. There is currently no stop sign, crosswalk, or other traffic control indicating that drivers should stop before crossing the pedestrian path, and the path is totally blind to alleyway drivers. This is a year-round issue but it becomes especially hazardous during IU student move-in and other high-traffic periods, when both vehicle and pedestrian traffic increase considerably. People who regularly walk through this area have reported multiple instances of nearly being struck by vehicles exiting the alley. I am requesting that the City evaluate this location and consider installing a stop sign for vehicles exiting the alley and/or adding a marked pedestrian crossing or other appropriate safety measure. Given the limited visibility and lack of any traffic-control signage, some form of intervention seems necessary before someone is injured.
