Other: The traffic light at 3rd and Madison turns red for 3rd and green for Madison when there is no one trying to cross at Madison, either in a vehicle, on a bike, or as a pedestrian. 3rd is the detour for the Rogers closure, and it causes backups on 3rd when the light is red for 40-50 seconds for no reason. Then, the light at 3rd and Rogers is not timing up with the erroneous red lights at Madison, so traffic just backs up yet again one block away between those two lights. Send someone out ot fix this. Madison used to require someone to be there to trigger it. That would be a much better solution, go back to how it worked fine before.
