Other: On multiple Sundays (most recently 9/20/2026), we have seen two gentlemen directing traffic, and obstructing the public right of way, in two places. This occurs just outside of City Church for All Nations' Russell Road campus located at: 1200 N Russell Rd, Bloomington, IN 47408- most specifically two intersections on N Russell Lane and 10th Street.
The trucks of these two men have 'Indiana Security' logos; one truck logo is highlighted on the attached photo. The photos also show the attire these gentlemen wear.
In addition, we have seen someone directing traffic further down at 10th Street/Smith Road. This individual seems to be operating in a more official capacity.
Iris from your Engineering Department was so helpful today, indicating that the roads of concern are under the jurisdiction of the Monroe County Highway Department. Will you please share our safety concerns internally and work with Monroe County?
Are these folks following the proper rules and procedures for this important undertaking? As everyone's safety is affected, we want to do our part to make sure these men have the correct authority, with training and paperwork in order.
