Yard Waste:

Other: Debris filled yard and rat breeding area. This is a long time issue. Rats are now moving out to other areas in the neighborhood.. Poisen has been only partly effective. The owner is mentally incompetent.. The back yard also attracts the homeless: Namely Eugene George, convicted felon, who had a no contact order against visiting there but that is likely expired and he has been seen numerous times on the property trespassing. This person is well known the local police.
