Other: I am requesting the City’s review of a $200 “PPI IMPOUND INDIANA LIEN
(notifications Fee)” charged by Tow Time Solutions LLC.
Tow Time towed my 2022 Tesla Model 3 from the FlexePark lot at 299 E. 3th
Street (Tow Time interestingly reports the Towed From address as 219 E. 4th Street) on October 4, 2026. I picked up the vehicle on October 6 and paid the $485 total shown on the attached receipt (Invoice #3146). The receipt
lists $150 for towing, $50 for special equipment, $60 for storage, $25 for
administration, and $200 for the lien-notification fee.
I understand that my monthly parking agreement prohibited parking in that
lot from 4:00 a.m. to 2:00 p.m. on Sundays, and I am not asking the City to
review whether the tow itself was justified. My concern is whether the
separate $200 fee is authorized for a non-consensual tow under Bloomington
Municipal Code 4.32.130, which lists permitted towing and storage charges.
Please also determine whether IC 9-22-6-2 or any other state law authorizes this separate $200 lien-notification fee in addition to the charges listed under BMC 4.32.130, and what records support the amount charged.
I spoke with Tow Time in person, and we agreed that I would submit the
fee question to the City through uReport. Please review whether this
specific fee is permitted, advise me of the appropriate process to dispute
it, and let me know whether the City can assist with resolving it.
