Thank you for your message. State law limits the City's ability to regulate short-term rentals, including their participation in Bloomington's rental inspection and permitting program. As a result, unfortunately, we are not able to require short-term rental units to undergo the same inspection and permitting process as traditional rental properties. State law does, however, allow municipalities to require short-term rental registration. Some municipalities have also attempted to regulate all rentals through their zoning ordinances, including prohibiting short-term rentals in certain zoning districts altogether. We have proposed amendments to Title 16 that would establish a one-time registration requirement for short-term rentals. However, consistent with state law, short-term rental units would be specifically excluded from the inspection and permitting requirements.
