Took photos. Enclosure has only a small access door--not big enough for dumpster, which is blocking the doorway. Enclosure has lots of trash in it, and is in disrepair. 3/13 called Elkins. They said trash would be picked up out of enclosure today, and they would get to repairing enclosure soon. Enclosure has been altered so that dumpster goes inside of it. Trash is cleaned up and in dumpster.
