This is a new dumpster and is not on a pad or enclosed. It was not over flowing when I was there however, four restaurants on 4th St. will be receiving warnings about scattered litter around their dumpster. We have had a previous rat problem here. Talked to manager, this dumpster is temporary while doing remodel. Told him to talk with Planning before setting permanent dumpster. He is aware of the rat problem.
