Took pictures of entire yard. Sent Title 6 ticket for uncut grass and all of the trash, debris, car parts, construction debris, etc... Yard has been cut trash is gone. Owner has now built a fence and pushed everything back behind it so it cannot be seen from the right of way. Will talk to Planning about possible illegal outdoor storage.
