Water Utility Billing Problems: Request

Phone Call: CUSTOMER CONCERNED BECAUSE THEY HAVE EAST MONROE AND ARE ON OUR SEWER SYSTEM. THINKS SINCE WE DON'T METER WHAT GOES INTO THE SEWER WE REALLY CAN'T BILL THEM CORRECTLY. FEELS LIKE THEY ARE BEING OVERCHARGED. I EXPLAINED THE FLAT RATE TO HIM IT DIDN'T SEEM TO HELP ANY.
