DB AND SPOKE WITH TENANT. TRASH IS FROM BASEMENT AND BELONGS TO THE OWNER OF THE HOUSE. SENT T6 TO OWNER. SENT CITATION TO OWNER. on 07/12/1999 I SPOKE WITH THE COMPLAINANT INTICATING THAT BY COVERING THE CONSTRUCTION DEBRIS WITH A TARP IT WOULD BE IN COMPLIANCE. SHE AGREED.
