Refered by Chirs Clothier, CBU. The house sits 3 to 4 feet below the sidewalk level. It is possible that in a hevey rain that water could jump the sidewalk and run into house. It is also possible that whatever we do will not solve the problem. However place on TO DO LIST of City Complaints.
