Letter: Catherine did not pay the "unregistered fee" for $105.00 at this time because she doesn't understand how it could be applicable to her, and has requested that someone explain it to her. She states that neither her nor her husband received any notification that they had to register with the COB, until HAND notified them this summer, stating that you had to register to rent.
