Phone Call: Mr. Plecher complained that his water has a very bad taste/smell. Utilities chemist at Dillman explained city ran out of carbon to treat water & algea taste comes through. This seems to happen 3 or 4 times a year. couldn't city purchase more carbon more often so this won't happen again?
