He says that the house to the south of him is a rental and the people park in the alley, blocking it., and then cars drive around them on his property. He would like to install some sort of curbing but does not know where the edge of the alley is.

I told Mr. Blackwell that cars cannot park in alleys for longer than 5 minutes and that he could call the police to ticket vehicles. He said that is not good enough and he wants to put in curb. I told him someone would look at the site. I pulled the plat map and found the alley R/W to be 12'. I also visited the site and saw a car parked partially in the alley. I tried calling Mr. Blackwell at 3:30 pm but got no answer. 12/9/96 -- Tried to call Mr. Blackwell again and got no answer.
