Behind 3914 and 3916 Emilie Ct. the ground slopes steeply into the enclosed porches. These porches are taking on too much water. Jacobs thinks that the building were set one block to low.

Worked with K. Blackwell...these are not public streets and we do not have drainage easements...Mr Blackwell has tried several things to correct this problem...swale...french drain....berm.....none of these solutions seem to satisfy this person or their son.. I have talked with Steve Cottingham with regard to final grades on other nearby sites and we feel we may be able to inspire K. Blackwell to correct this problem then......we do not feel that this is really a city concern we are trying to help this citizen out...
