Spoke with the adjacent property owners. The situation is a civil matter between the two property owners M. Leavitt and T. Lawson inspected the site and found drainage accomadated.

Neighbors at 4209 E. Deckard built a retaining wall that will cause runoff onto her property. Other neighbors say they will build a wall also which will cause more runoff.
