Hello I am the office manager at Summit Urology located on McIntire Dr off of Tapp Rd and we have a few concerns 1 being that we have a Surgery Center down stairs and we are going to soon have only 1 way in or out of here. This is a concern due to if we ever need an ambulance to come to the surgery center in the event of an emergency and the road be blocked for some reason it could mean life or death for someone. Yesterday the road was blocked off for 38 min no one could get in or out of the medical park. I find this to not be a good result and need to speak to someone about our concerns.

I understand the Council is voting on Ordinance 17-23 to amend Title 15 of the Municipal Code in regard to bicycles. Unfortunately, I am not able to attend any public comment session at the meeting. As such, I thought I would provide my comments via email as suggested by the city's website. I think this Ordinance provides the Council an opportunity to examine bicycle restrictions on certain roads in Bloomington during certain hours of the day when traffic is high. For example, I have encountered numerous occasions where bicyclists hold up the flow of traffic on Rhorer Road while heading eastbound and going up a hill near a private road entrance. I have noticed that drivers appear to become impatient and honk at the cyclists, and others pass the cyclists when they should not. I think the proceeding eastbound traffic also has no idea that traffic is being held up and it comes as a surprise when driving over the hill, because the westbound cars are often left of center to avoid the cyclists. Another example is on Sare Road. Bicyclists will often ride in large packs up or down Sare Road which halts traffic. I have seen these groups be as large as 15 or 20. Indiana Code ยง 9-21-8-2 requires drivers proceeding at less than normal speeds of traffic to get as close to the right-hand curb as practicable to enable safe passing. These large groups of bicyclists seem to either disregard Section 9-21-8-2 or are too large a group for motorists to safely pass. As proponents of the two-abreast laws will note, it takes longer to pass a long line of bicyclists than it does a compact group. In short, I think reasonable temporal and geographical restrictions on certain roads for bicyclists would ensure their safety as well as the safety of other drivers and pedestrians. I would respectfully request the Council take that into consideration while it considers passage of Ordinance 17-23.

There is a road construction sign sitting to the right of the exit from the plaza (3rd and college mall) between German American bank and HuHot Mongolian Restaurant. This sign is obstructing view when using this exit and is not safe for people pulling out onto busy 3rd street. Please move it.

Backups on N. Smith continue for left turners. Particular concern that the State is not putting in a signal at 10th and Smith with new eastside developments. Left turners from N. Smith already yield instead of stop, creating dangers, because of inability to frankly stop due to small gaps in traffic. A signal or other traffic measure for safe left turns from N. Smith is needed. People will be using that gateway to get to the new hospital site. Same with buses. May be State intersection but City needs to advocate appropriately. Plenty of capacity exists on 10th, IF you can get onto it. Correct this danger before needless deaths occur.

The stop signs along 7th got taken out over the summer and number of car accidents at the corner of 7th and Dunn has risen considerably. I get what you're going for with the straight shot through to campus, but I would appreciate if you'd reevaluate if it's worth it specifically at this one intersection. At first I thought people would get used to it and accidents would slow down, but this has not been the case. This spring the number of accidents has been RISING and there have been THREE ACCIDENTS in the last 48 hours. The sickening sound of crumping automobile plastic, going out to worry about injuries on the part of the involved parties, and having traffic stopped in front of my house on a weekly basis has made living here substantially worse. I think part of the problem is that this intersection REALLY looks like it should have a 4 way stop, and this can be seen by the frequency of drivers unnecessarily stopping on 7th, assuming they have a stop. Also, heading South on Dunn the turn is almost completely blind to the left and cars traveling quickly down 7th are given almost no chance to stop.

Will the City work with Duke Energy and its contractors to properly manage traffic around the work of Duke de-beautifying Bloomington? The flaggers are not helpful and not managing traffic in an efficient way to keep people moving safely around the work. As a driver, you are just on your own to try to figure out what some person lazily waving a flag in the breeze intends for you to do, and go head-on against oncoming traffic who also has no clue what to do.

The traffic management by the company doing construction at the intersection of Henderson and Winslow is really frustrating. I know disruption is expected with construction, however, I would expect: 1. some clear signage, both in advance (there's nothing on Henderson/Walnut Pike)) as well as directing traffic (literally construction guys pointing fingers at this large, busy intersection with multiple turn lanes. Not effective or safe. And they have the audacity to yell at some of the cars not listening to their unclear pointing). 2. I would expect some respect to get traffic through when they can. I sat there for 10 minutes this morning when there was multiple instances where they were in between tasks and could have let us go for a few minutes, but they kept us waiting.

The pedestrian crossing at 10th Street and John Hinkle Place by Woodbridge apartments is very unsafe. I cross there every morning to get to the bus stop on the other side of the street. Cars don't slow down, and I've never had someone stop to let me cross before if though I'm waiting. They pick up speed on the slight hill in both directions. Could there be a flashing light, a pedestrian-triggered stoplight, or some other way of allowing safe crossings at that busy road to access the bus stop?
