Main sewer line backup…???

We had Weddle Plumbing out today to rod-out our main sewer line (due to slowness). He didn't find the usual root issue they normally do on our line, and when he checked the city sewer access, we found the main sewer water level unusually high (and at times stagnant). See image attached. It seems like the city's main line may also need rodding. I hope this can be serviced soon, before it affects (back up into) our line (again?).

The sewer lines for 2201, 2203, and 2207 connect together and then jointly connect to city sewer. As this was done sometime in the 1950s, is this up to current city codes? Over the past few years there have been a few sewer back-ups as a result of all lines being connected. Is there a grant available to the homeowners that will allow each of them to disconnect from each other and connect to city sewer individually? Habitually wet and often smelly sidewalk on north side of Cottage Grove, midway between Lincoln to the east and 213 E. Cottage Grove to the west. Leaky sewer line (?)

See case #187164: Water is still flowing from house. The stream begins in the alley coming from the NE corner of the house, then moving south down the alley to Cottage Grove. The sewage water then travels east along the north edge of Cottage Grove to Lincoln. The sewage water then forms a pool on the NW corner of Lincoln/CG. The sewage water then crosses CG and travels south along the west edge of Lincoln until it meets 10th Street, where it crosses Lincoln to the NW corner of Lincoln and 10th, where is has formed a second pool. The property owner claims there is no water coming from their house. Please test the water for microorganisms and when the tests come back positive, inform the property owner of their obligations if they want to continue to rent out houses that used to be people's homes.

In the grass north/south easement behind my property that runs parallel between Washington and Lincoln, just south of Davis, there is an open sewer pipe.

At least two sanitary sewer cleanouts in the ROW with sewage leaking out. One is in the middle of the sidewalk at the Northeast corner of S High Street and E Arden. The other cleanout is about 50 feet North of the cleanout in the sidewalk.

There has been a strong smell of raw sewage in this area for the past week. I could smell it from the bypass each morning. Just drove down towards Cascades (Sunday night 11/6) and it is really bad down there. Please fix the sewer issues in this area.

There is water that smells like sewage bubbling up out of the drainage pipes. I've seen it literally bubbling up as if under pressure so I believe it comes from some kind of underground pipe but I can't be sure. The area is always wet as a result and smells.
