On W. 16th & N. Woodburn the yard has stacked and scattered trash, high grass, building is partly boarded, but open to weather, building has graffitti painted on it, doors do not look secure.

the houses on the north side of the 400 block of west 4th are looking run down and a mess. the yards look unkept, there is litter in the front and back yards and there is overgrowth on the sidewalk. the sidewalk south of Owens Electric is nothing more than a cow path.
