Dozens of cats running loose, creating nuisance
Woman living in an RV in the back yard is operating an open air cat kennel without a permit. She also provides food, water or shelter to a colony of feral cats without being registered with the City of Bloomington Animal Care and Control Department or its designee. There are 3 walk in cages housing cats in the back yard. I have a video illustrating this if you will contact me I can share it. I am an Environmental Health Specialist with the Monroe County Health Department.
Larry Williams called into Elizabeth Walter at the Mayor's office to complain about the property at 612 N. Monroe being over run with cats (around 10) and trash. He owns four neighboring properties: 623, 631, 635, 639 N. Monroe. He filed a uReport about this himself over a month ago and said there hasn't been any progress on the matter. I filed this for Animal Control but HAND and Public Works may be interested as well since there is an abundance of trash as well.

I am a teacher at Binford Elementary. I work with a student who lives in this home. While over winter break, our school skills development instructor went into the home. This individual stated there is a dog with a "visibly broken leg." When our skills instructor requested information on the dog, the family changed the subject. In the home are two parents, three sons and one daughter. All three sons have autism that result in physically abusive explosions. I am the teacher of the oldest son who is unhealthily obsessed with his cat. He makes disturbing comments about the cat and students have said he has made sexual advances towards the animal. I have never heard anything directly from this student about the advances, but he does make comments that are concerning about his love for the cat. The skills instructor stated the house was very messy and had a terrible odor from the inside, possibly due to the animals inside the home. I am unsure as to how many pets there are.
563 e Graham place. Small dog is stuck on porch all hours of the day, crying to be let in. The porch is maybe 7x4 ft. No area for shade besides a towel that's been draped over the rail. This has been going on for a while now. Very worried about this dog.

The neighbor's dog escaped their property and attacked my cat. They have a 4-ft. chain link fence, which their dog can easily get under (and likely go over too). This is the second time their dog has done this. All I want is for them to either build a more secure fence or find another way to restrain their dogs. I'm mostly submitting this as documentation in case this happens again and they refuse to secure their dogs. Details: Their address is 5389 N Hanna Ct. They recently put tension wire on the the fence, but I don't think it's installed properly as it is 6-8" off the ground and loose. The fence is still loose or off the ground in many places. The dog is a German Shepherd. My cat only goes outside for a brief period each day in my yard while I'm standing there watching it. The dog did not attack me, but I did get scratched up trying to stop it from killing my cat. (I'm including the photo just as evidence that this event happened. I don't think the dog is dangerous to people.)
