It's recycling day tomorrow and none of the cardboard that is leaning up against this house has been broken down to put in containers. HAND came out last week and said they would monitor the situation. This cardboard isn't going anywhere, it's been here for a month. Doesn't this violate city policy?

The result is that many recycling bins are left unemptied by the garbage workers, and then they remain sitting on the street for weeks and nothing is ever done. This address has had recycling containers sitting by the street for awhile now.
